Sprint across when the reactor on your right stops freaking out. By peeking over the edge, you'll find a thin path you can walk across, which leads to an energized bridge. The next point of interest is a rail with seeming no way ahead. Alyx will work on the mine so you can use it drop it with and let it do its job so you can continue. Push a button near a mine vent and pick up one, then take it to the glass elevator rising up back to where you were. Try to drop down to a glass floor as soon as you can.
